Salt Lake City Council Considers Expanding Public Property Camping Ban to Address Safety Concerns

The Salt Lake City Council debated a proposed ordinance Tuesday night that would extend restrictions on camping across all public property in the city.

The measure aims to address growing safety concerns by prohibiting overnight stays in vehicles and on sidewalks, expanding beyond existing rules.

Current laws already ban overnight camping in public parks and streets. The new proposal would close gaps by including park strips, sidewalks, and all other city-owned land. A tentative vote on the ordinance is scheduled for May 19.

Andrew Johnston, Salt Lake City’s director of homeless policy and outreach, said the city’s existing regulations were not designed to address the modern housing crisis. “The current ordinance did not necessarily envision people living in vehicles full time or the number of people without housing finding places to sleep at night, so we tried to update this to reflect the new reality,” he explained.

The public hearing lasted nearly three hours and featured 78 speakers. Many residents voiced concerns that the expanded ban could unfairly penalize people with no other housing options, while not providing sufficient support services for the homeless population.

Pastor Shawn Clay, director of the Salt Lake City Mission, shared his personal experience with homelessness during the session. He highlighted that for many individuals in transition, living in a vehicle is often safer than sleeping on the streets.

The debate underscores the city’s struggle to balance public safety with the needs of vulnerable residents. Council members are weighing the potential benefits of stricter regulations against the humanitarian concerns raised by advocates and community members.
