Starting Thursday, Aug. 28, Missouri residents can purchase essential health and hygiene products without paying state or local sales taxes, the Missouri Department of Revenue confirmed. The move is aimed at easing the financial burden on families and individuals who rely on these necessary items.
The tax exemption applies to:
Child and adult diapers – covering both everyday and specialty products
Feminine hygiene products – including tampons, pads, menstrual cups, liners, menstrual discs, and washable period underwear
Incontinence products – such as protective undergarments, pads, liners, external catheters, and underpads
“This new law provides meaningful relief for Missouri families,” said Trish Vincent, director of the Missouri Department of Revenue. “By removing sales tax from essential health and hygiene products, families can save money while maintaining their health and well-being.”
Businesses selling qualifying products must adjust their reporting on sales or use tax returns. These sales should be recorded as negative adjustments and will no longer be counted as taxable sales. Retailers are encouraged to update their systems to ensure smooth compliance when the exemption takes effect.
Advocates for menstrual equity and health access have praised the exemption as a step toward reducing the cost barrier for essential products. Washable period underwear, increasingly popular for its sustainability and long-term cost savings, is now officially included in the list of tax-free items, making everyday menstrual care more affordable for Missouri residents.
