Used EV Buyers Struggle to Gauge Battery Health as Standard Monitoring Tools Remain Scarce

After two years with an iPhone 15 Pro, I’ve grown confident that its battery will last—at least until natural lithium-ion degradation eventually takes its toll. Replacing a phone battery is straightforward, and manufacturers provide clear metrics on battery health. But when it comes to electric vehicles (EVs), that same confidence is hard to come by.

The growing market for affordable used EVs is tempting. Models like the Polestar 2 and Mustang Mach-E GT, which deliver high performance, can now be found for a fraction of their original price. For someone driving a 2013 Fiat 500 Abarth with 165,000 miles and persistent mechanical issues, these EVs seem like perfect replacements.

Yet, despite the appealing prices, I’ve hesitated. Unlike consumer electronics, EVs do not provide clear, standardized information about battery health—a critical factor affecting longevity, performance, and resale value. While phone users can check battery status in a menu, EV buyers often face a confusing landscape of dealership claims, proprietary software, and inconsistent diagnostic tools.

Accessing a detailed battery health report is not straightforward. Older EVs, such as the Mitsubishi i-MiEV, allowed third-party scan tools to measure each cell’s voltage. But most newer EVs require dealer-only software and certified technicians. Volvo and Polestar models, for example, rely on VIDA software connected to the manufacturer’s servers. Hyundai, GM, VW, and Ford EVs operate similarly. Even Tesla, which offers a more user-friendly battery health check, limits testing to every six months and only via specific charging setups. Pre-purchase inspections through third parties remain restricted.

Studies suggest modern EV batteries are generally durable, and warranties are robust. Still, the lack of a standardized state-of-health (SOH) metric leaves buyers in the dark. Unlike traditional cars, where engine or transmission health can be tested easily with OBD II tools, EV batteries remain a black box for most consumers.

Efforts to improve transparency had begun. California’s Advanced Clean Cars II (ACC II) legislation and the EPA’s 2027-2032 Multi-Pollutant Standards aimed to standardize battery health monitoring starting with 2026 and 2027 model-year vehicles. The rules would have ensured that EV owners and prospective buyers could check battery status through the infotainment system and that independent repair shops could access critical diagnostic data. Consumer advocacy groups, including Consumer Reports, argued such measures were essential for protecting buyers and maintaining resale value.

Some manufacturers have already implemented these monitors. The 2026 Volvo EX30 Cross Country, along with Hyundai and Kia’s 2026 models, now include battery health tracking as part of compliance with ACC II.

However, these regulatory efforts have stalled. Upon taking office in 2025, President Trump moved to revoke California’s stricter emissions standards and the EPA’s authority to enforce certain environmental rules. This rollback nullified ACC II requirements and eliminated federal mandates for dashboard battery monitoring. Legal challenges from states and environmental groups are ongoing, but for now, many EVs may never offer standardized battery health information.

Experts emphasize the benefits of transparency. Chris Harto, manager of sustainability advocacy at Consumer Reports, notes that credible battery SOH monitoring could protect consumers, support resale values, and help dealerships price vehicles accurately. “Trusted and credible battery state of health should help support resale values, which benefits both buyers and leasing operations,” he said.

For now, while EV technology continues to improve, buyers are still left navigating uncertainty. Unlike checking a phone battery, discovering an EV’s true condition is often complicated, costly, and opaque. Without widespread battery health monitoring, both consumers and dealers are left in the dark—making what should be a straightforward purchase a risky gamble.
