The Cabinet of Ministers of Kyrgyzstan has approved a new initiative, the “Preferential Financing of Auto Loans – 3,” aimed at supporting domestic car manufacturers and stimulating demand for locally assembled vehicles and trucks. The government announced that the program is scheduled to begin in February 2026.
The project, with a total budget of 1 billion soms, will be implemented over 60 months. Funding will come from the republican budget and contributions from OJSC “Eldik Bank” and OJSC “Aiyl Bank.”
Borrowers will have access to two interest rates, depending on their employment status:
- 4% per annum for employees of government institutions, local self-government bodies, and the social budget sector (loan terms of 36 or 60 months).
- 8% per annum for other borrowers, also with terms of 36 or 60 months.
The designated vehicle supplier for the program is LLC “DT Technik.” Individual borrowers can obtain loans of up to 5 million soms, while legal entities, government institutions, and local self-governments may borrow up to 300 million soms. Vehicles purchased under the program will serve as collateral. If borrowers lack sufficient initial contributions, guarantees can be provided through OJSC “Guarantee Fund.”
The minimum down payment is set at 20% for loans up to 3 million soms and at least 30% for loans exceeding this amount, including for legal entities and government organizations.
In 2026, participating banks are expected to issue preferential loans totaling 1 billion soms, split into two equal parts of 500 million soms each. Financial institutions are advised not to charge additional fees or commissions and to accommodate financing options that comply with Islamic principles.
This program marks a strategic effort by Kyrgyzstan to boost its domestic automotive industry while offering accessible financing solutions to both public sector employees and private buyers.
