The Trump administration is restricting access to birth control for millions of Americans through significant cuts and funding withdrawals, particularly by withholding money from the longstanding Title X program. Title X, established in 1970 under President Nixon, has provided free contraception to low-income individuals for over 50 years.
Despite widespread public support for legal and accessible contraception, the current administration has suspended funds from numerous reproductive health providers, jeopardizing services for more than 800,000 people nationwide.
One notable example is Bridgercare in Montana, which oversees 20 clinics and had its federal funding abruptly cut in March 2025. The Department of Health and Human Services accused Bridgercare and other grantees of violating recent executive orders and the Civil Rights Act due to their public commitments to diversity, equity, and inclusion.
These organizations, which serve a diverse patient base including teens, LGBTQ+ individuals, and survivors of sexual assault, have struggled to maintain operations without federal support. Many clinics across the country have also faced closures or have been forced to charge fees for previously free contraception services.
In addition to Title X, cuts to Medicaid under recent Republican spending legislation threaten healthcare access—including contraception—for millions of women in coming years.
State-level efforts further restrict birth control options; for example, in Indiana, lawmakers removed IUDs and condoms from programs aimed at expanding contraceptive access, replacing them with fertility awareness methods.
Virginia’s Republican governor vetoed a bipartisan Right to Contraception bill, signaling political resistance to widespread access.
Legal challenges are underway, with 15 public health organizations suing the administration over the unlawful withholding of Title X funds.
Meanwhile, provisions in recent federal budgets seek to block Medicaid funding to Planned Parenthood clinics, which could severely limit reproductive healthcare services for many, although courts have temporarily blocked these measures.
Advocates interpret these actions as part of a broader agenda to expand the U.S. population by limiting contraception and abortion access. Critics warn that these cutbacks disproportionately impact low-income and marginalized communities and undermine individuals’ ability to control their reproductive health.
Attorney Kimi Chernoby of the National Women’s Law Center highlights that the administration’s policies echo the anti-abortion playbook, with contraception restrictions serving as a litmus test for wider reproductive rights rollbacks.
Public health experts caution that these measures threaten the entire healthcare ecosystem by restricting fundamental family planning freedoms.
