Australia will overhaul how fertility clinics are monitored after an independent review found the current system does not adequately protect patients.
Federal Health Minister Mark Butler announced that the government will implement all recommendations from a rapid review into the in-vitro fertilization (IVF) sector. The new approach will introduce independent accreditation and national standards, aiming to strengthen transparency, safety, and public confidence.
Why the Change Is Needed
The review was launched in June following two high-profile embryo mix-ups at Melbourne-based provider Monash IVF. These incidents raised serious concerns about quality control and oversight.
Currently, fertility providers are accredited by the Reproductive Technology Accreditation Committee. The review concluded that this system is no longer fit for purpose, citing:
- Inconsistent reporting of adverse events
- Limited use of accreditation data for quality improvement
- Insufficiently rigorous standards
Minister Butler, who has a child conceived through IVF, emphasized the importance of restoring public trust. “There is no greater investment of hope than the decision to build a family through IVF,” he said.
What Will Change
Under the reforms, the Australian Commission on Safety and Quality in Health Care will take over accreditation of fertility providers. The new framework will include:
- Nationally consistent standards with clear performance metrics
- Regular monitoring of outcomes and staffing levels
- Transparent complaints processes
- Implementation deadline of January 2027
These measures are designed to create a more accountable system and ensure patients receive safe, reliable care.
Reactions from the Sector
Fertility lawyer Stephen Page welcomed the move toward stricter accreditation, saying it should improve quality control and clarify how clinics must respond when problems arise.
However, he criticized the continued fragmentation of oversight, noting that IVF regulation will still differ across Australia’s eight states and territories. “They seem to be talking the game but not actually doing the action,” Page said.
