A well-known plastic surgeon in Sugar Land has been charged with performing surgery while intoxicated, according to the Sugar Land Police Department.
Dr. Azul Shirazali Jaffer, 50, who owns and operates a private plastic surgery practice in Sugar Land, was indicted on December 15 and arrested earlier this week. Police confirmed he was taken into custody on Monday and booked into the Fort Bend County Jail, where he is currently being held without bond, according to court records.
An indictment obtained by the Fort Bend Star alleges that Jaffer performed surgery on a patient while intoxicated, impairing his mental or physical faculties due to the introduction of alcohol, drugs, controlled substances, or a combination thereof. Prosecutors allege that this conduct placed the patient at a “substantial and unjustifiable risk of harm.” The patient’s identity was unknown to the grand jury at the time of the indictment.
The alleged incident occurred on August 12, 2025. Fort Bend County Assistant District Attorney Wesley Wittig, a spokesperson for the office, said in an email that Jaffer is expected to be adjudicated on Wednesday, and additional information may be released following that hearing.
Separately, Jaffer is named in a civil lawsuit filed in Fort Bend County district court accusing him of aggravated sexual assault during a medical procedure in October 2022. According to the complaint, filed in March, the plaintiff alleges she reported the incident to Sugar Land police and later learned another woman had filed a similar complaint.
Sugar Land Police Department spokesman Devin Amodio told the Fort Bend Star that those allegations were investigated but did not result in criminal charges. He emphasized that the prior investigations are unrelated to the current charge involving alleged intoxication during surgery.
Attempts to reach Tony Buzbee, the Houston attorney representing the plaintiff in the civil case, were unsuccessful as of Tuesday.
According to the biography published on his practice’s website, Jaffer is a double board-certified plastic surgeon. He earned his medical degree at the University of Massachusetts and completed advanced surgical training before being accepted into the Tulane University Plastic Surgery Fellowship Program in New Orleans.
