Waiting Periods Limited to Initial Policy Term

Another key reform addresses waiting periods, which now apply only to the initial policy term. Renewed policies under the same plan are exempt, while transfers to new insurers generally do not trigger new waiting periods if specified conditions are met. This provides policyholders with greater continuity and predictability.

Lifetime Renewal Guarantee Introduced

The centerpiece of the reform is the lifetime renewal guarantee. Insurers must offer this guarantee for Private Health Insurance and Complementary Health Insurance policies to eligible individuals under 60 years old. Entitlement conditions—such as three consecutive years under the same plan and maintaining claims-to-premium ratios below set thresholds—are now formalized. Policyholders retain this guarantee even if they switch insurers or move from group to individual plans, although specific rules apply. Simpler Foreigners Health Insurance plans are excluded from this provision.

Group Contracts and Participation Certificates

The regulation also addresses group coverage. Employees leaving a group can transfer their coverage to an individual plan within specified periods, preserving their lifetime renewal rights. This ensures continuity of protection for individuals transitioning between employment-based and personal insurance plans.
