Hong Kong authorities have arrested a doctor and a clinic operator following a joint enforcement operation targeting a Causeway Bay medical facility suspected of carrying out high-risk hair transplant treatments without proper licensing.
Police and Department of Health officials raided the clinic at Cameron Commercial Centre on Hennessy Road on Thursday after receiving intelligence that it was offering Regenera Activa (RGA), an autologous cell-based therapy for hair loss, despite lacking the legally required day procedure centre licence.
During the operation, investigators seized medical equipment and instruments believed to have been used to perform the RGA treatment, along with patient records. The doctor allegedly responsible for conducting the procedures and the individual managing the clinic were taken into custody.
“The doctor involved is suspected of performing high-risk medical procedures on premises without an appropriate licence, thereby failing to act in the best interests of patients,” a Department of Health spokesperson said.
Authorities confirmed that the investigation remains ongoing and that prosecution will be considered based on the evidence collected. The case has also been referred to the Medical Council for further review.
Regenera Activa is designed to promote hair regrowth using a patient’s own tissue. The procedure involves extracting tiny micrografts—small samples of scalp skin—from a healthy area and processing them for reinjection into areas affected by hair thinning.
Health officials reiterated that such treatments must only be conducted in licensed facilities to ensure patient safety and compliance with medical regulations.
