The Tamil Nadu government has introduced new and much stricter rules for hair transplant clinics to ensure greater safety and quality in cosmetic and hair restoration procedures. These changes place hair transplant centres under the Tamil Nadu Clinical Establishments (Regulation) Act, setting out specific requirements for staff qualifications, clinic infrastructure, and patient safety measures.
According to a recent notification from the State Health and Family Welfare Department, only doctors with an MCh or DNB in Plastic Surgery, or an MD/DNB in Dermatology, may perform hair transplant surgeries in Tamil Nadu. The government now classifies hair restoration as a specialised procedure that requires formal surgical training and must meet high clinical safety standards.
To further protect patients, the updated rules require every licensed hair transplant clinic to have all necessary life-support equipment, emergency medicines, and proper patient monitoring devices on site. An anaesthetist must be present in the surgical theatre complex, with all required anaesthetic drugs immediately available. Before any operation, both the main doctor and the anaesthesia specialist must give their approval.
All cosmetic and aesthetic clinics are now required to operate under the close supervision of a qualified dermatologist or plastic surgeon. They must also meet minimum practice standards recommended by professional medical organisations. Existing clinics have been told they must upgrade and submit proof of compliance to the state, including documents like medical staff registration, a valid sanitary certificate, waste management agreements, fire safety licences, and other necessary clearances.
This government order comes after the Tamil Nadu Medical Council issued a strong warning in mid-February about illegal clinics and unqualified practitioners performing hair transplant and cosmetic laser procedures. This warning followed recent law enforcement action in Anna Nagar, where an unregistered centre was closed and three people were arrested for carrying out unauthorized hair transplant surgeries. Authorities have promised more frequent inspections and tough penalties for any clinic or individual violating the new rules.
