WMCHealth, a major hospital network in New York’s Hudson Valley, has agreed to sweeping reforms after a state investigation concluded that psychiatric patients in crisis were routinely discharged without proper evaluation and that key inpatient units had remained closed for years.
The inquiry, launched by the New York Attorney General’s Office in 2022 after testimony at a public mental-health hearing, found that Westchester Medical Center in Valhalla, MidHudson Regional Hospital in Poughkeepsie, and HealthAlliance Hospital in Kingston repeatedly failed to assess or stabilize patients experiencing psychiatric emergencies.
Under a settlement announced recently, the network will restore long-shuttered inpatient psychiatric beds and is barred from closing them again for a minimum of three years. The agreement also mandates stronger emergency-room screening protocols for suicide risk, substance use, potential violence, and elopement; requirements to review patients’ prior medical records and consult families and treatment providers during care decisions; and safeguards against premature discharge from emergency departments.
In compliance with the settlement, HealthAlliance Hospital reopened 20 inpatient psychiatric beds in December 2024. Plans are underway to build a new 20-bed psychiatric unit at MidHudson Regional Hospital, restoring capacity lost during the pandemic and subsequent service reductions.
Patient-rights advocates welcomed the deal, describing it as a breakthrough that could guide similar reforms nationwide. It is the first case in which a state attorney general has compelled systemic changes to psychiatric-care practices under standards comparable to federal emergency-care stabilization requirements.
Experts cautioned, however, that while institutional reforms are significant, they touch only part of a broader crisis marked by long-term underinvestment in mental-health systems, staffing shortages, and limited community-based treatment options.
As WMCHealth begins implementing the mandated changes, the outcome is expected to serve as a key test of whether modern psychiatric institutions can sustain ethical, effective care beyond acute emergencies.
