Government Rolls Out Automatic Healthcare Insurance Enrollment for Needy Citizens

The Egyptian cabinet has approved automatic enrollment of vulnerable citizens into the state-run universal health insurance system.

Under the plan, individuals classified as “Unable to pay” in a 2023 prime ministerial decree will be covered without needing to apply manually. The scheme will use data from the Ministry of Social Solidarity’s cash and social support programs to identify eligible beneficiaries.

Prime Minister Mostafa Madbouly said the measure aims to expand health coverage while sparing citizens the burden of administrative procedures.

The Ministry of Social Solidarity will regularly update beneficiary data and share it with the General Authority for Universal Health Insurance. Both bodies will coordinate to ensure integration and continuous updates.

Currently, the first phase of the universal health insurance rollout covers contributions for about 905,000 citizens, or 17.6% of the 5.13 million registered.
