Providence Cuts Jobs As Health Insurance Plans Face Financial Strain

Providence is cutting 150 positions in Oregon, and more than half of them will come from Providence Health Plan, the system’s Portland-based insurance arm. The plan offers individual, small-group, and Medicare Advantage health insurance plans that cover about 490,000 members.

The organization did not give a specific reason for the layoffs. Earlier this year, Providence switched the administration of its employee health coverage in seven states to Aetna, a competing insurer. That move resulted in 120,000 fewer customers for Providence’s insurance division.

In a message to employees, Don Antonucci, the president and CEO of Providence Health Plan, acknowledged the difficulty of the timing, coming just a week before the Thanksgiving holiday. He said affected employees would receive severance pay and help finding new jobs.

“Decisions that affect our colleagues and teams are never easy,” Antonucci wrote. “They reflect the significant challenges our industry is facing.”

The remaining job cuts will occur within Providence Medical Group, which operates a network of primary and specialty clinics across Oregon. According to Providence Oregon CEO Jennifer Burrows, most of the positions being eliminated are administrative rather than clinical.

These layoffs follow several earlier rounds of cuts. Burrows has said reductions will continue until Providence breaks even in Oregon, where it has lost about $100 million annually for several consecutive years.

“We are seeing progress, but our efforts will continue until we balance revenue and expenses,” Burrows wrote in an email to staff.

Not every eliminated position will result in an employee losing their job; some workers will be offered new roles within the organization.

Providence employs more than 125,000 people in seven states and is headquartered in Renton, Washington, and Irvine, California. After several years of significant losses, the health system recently reported a small $21 million operating profit in the third quarter of 2025.
