The Centers for Medicare & Medicaid Services (CMS) announced steps Thursday to decertify a Miami-based organ procurement organization (OPO), citing significant and persistent failures in its operations.
The action targets the Life Alliance Organ Recovery Agency, a nonprofit division of the University of Miami Health System. OPOs are critical nonprofits that coordinate the recovery of organs from deceased donors and manage their allocation to patients on the national transplant waiting list.
In a press briefing, CMS Administrator Dr. Mehmet Oz outlined the reasons for the unprecedented move, which included underperformance, logistical errors that compromised organ safety, and serious paperwork deficiencies. He referenced a 2024 investigative finding where a surgical error led to a viable heart being declined for a patient in need.
“We have identified issues including unrecovered potential donations, organs being sent to incorrect locations, and critical staffing shortages,” Dr. Oz stated.
Life Alliance has the right to appeal the decertification decision. If ultimately shut down, it would mark the first time the federal government has terminated an OPO’s certification.
The organization did not immediately respond to a request for comment.
This action occurs against the backdrop of a critical need for organ donations in the United States. More than 100,000 Americans are currently on the transplant waiting list, and thousands die each year while waiting for an organ. While a record 48,000-plus transplants were performed last year, the system continues to face pressure to maximize every potential donation.
The Biden administration has implemented sweeping reforms in recent years to modernize the transplant network, aiming to increase donations, reduce the waste of viable organs, and improve safety standards. These changes included new safeguards introduced after incidents at other OPOs raised public concerns about the donation process.
Addressing potential donors, Dr. Oz sought to affirm the overall system’s integrity. “Congress has thoughtfully and aggressively pursued some horrifying stories that have chilled some Americans’ enthusiasm for donating organs. We are here today to tell you this system is safe. It’s rigorously being addressed,” he said. “I want to applaud the OPOs that are doing a great job because most are.”
